The purpose of this proposal is to signal support/opposition to enabling Kava Rise Phase 1 incentives. If this proposal passes, Kava Rise phase one incentives will start at 1M Kava per month. Any protocol which registers for the Kava Rise incentives during Phase 1 will be eligible for rewards.
