Revised Kava Rise payouts for November 2022

Due to Kava Rise participant address revisions, this proposal is a resubmission for eligible Kava Rise participants to receive incentives from the Kava Rise program for their TVL contributions to the Kava Network for November 2022. By voting yes, you agree that eligible Kava Rise participants receive incentives from the community pool per the Kava Rise program. By voting no, you disagree that eligible Kava Rise participants don’t receive incentives from the community pool per the Kava Rise program.
